Chuck Smith, Ph.,D, brings to DLT Group experience in operating several for-profit businesses and sitting on the boards of several non-profits offering strategic planning, guidance, and finance. He encourages wise and open financial accountability, as evidenced by his insistence and participation in systematic, regular audits, along with ensuring that the organization’s monies are effectively directed at the youth it serves.
A published author and photographer, he keeps one foot in the business world and the other firmly planted in academia as a specialist in ancient history, languages, and cultures.
Chuck enjoys outdoor adventure in nearly every form, especially backcountry hiking and skiing, climbing, and cycling. It is in the outdoor setting, one quite different than most youth are familiar, that Chuck finds most advantageous to guide young people as our future leaders and citizens. He is passionate about seeing the next generation become ethical, adaptable, and innovative citizens of the future.
Vincent DeBiase II is a seasoned executive, educator, and consultant with over 26 years of experience spanning corporate training, instructional design, leadership development, and analytics. As CEO of MCV Consulting LLC since 2017, he guides clients through professional transformation and digital learning journeys. Simultaneously, he contributes to academia as adjunct faculty at North Orange County Community College District and formerly at Long Beach City College.
His corporate career includes leadership roles at Beckman Coulter Diagnostics, Sony Pictures Entertainment, Southern California Edison, American Express, and AllianceBernstein. Vincent holds an MBA, an MA, and a BBA, and is known for his strategic vision, educational rigor, and commitment to elevating individual and organizational performance.
Fred Rawlings is the Director of Staff Development and Training at Ability/TriModal Distribution in Carson and has been involved with the company’s leadership for 25 years. In fall of 2000, Fred completed earned the Global Logistics Specialist GLS® designation from California State University of Long Beach. Having worked in warehouse operations and management, he specialized in labor management, rate development, and team building.
Still active in scouting, he volunteers as an Eagle Scout project coach and mentor and provided firearms safety training and NRA level instruction. He feels that it is important to developing today’s youth to become effective leaders and useful, productive citizens.
Fred has been married to his wife Ami since 1994 and they have 2 sons who have both earned the rank of Eagle Scout, scouting’s highest honor. In his spare time, Fred enjoys camping, hunting, steam fishing, and exploring the deserts with his family. He is an accomplished musician and enjoys playing his guitar or drums around the campfire with his friends and family.

John Douglas has been a dedicated member of the Boy Scouts of America since he joined as a Boy Scout in 1966 at the age of 13. Growing up in Elmhurst, NY, he was introduced to the world of Scouting by Ralph DeFalco, the Scoutmaster of Troop 17. Over the years, John has remained deeply involved in Scouting, both as a Scout and a Scouter.
As the Scoutmaster of Long Beach Troop 212, John has been recognized for his exceptional leadership and commitment to youth development. He has received several prestigious awards, including the Scoutmaster Award of Merit in 2005, the Silver Beaver Award in 2006, the Leadership Training Award in 2007, and the National Hall of Leadership Award in 2010.
John’s contributions to Scouting are marked by his dedication to fostering boy leadership through the patrol method, maintaining positive relations with the troop’s chartered organization, and promoting an extensive outdoor program. His efforts have helped create a positive image of Scouting in the community and have attracted and retained many Boy Scouts over the years.
Kevin Cobabe is a master gravy sommelier and seasoned professional in the pool and spa construction industry, currently serving as the President of Dynamic Pool & Spa Construction Inc., a company he founded in 2001. Raised in the beach cities of Southern California, Kevin was influenced by his family’s legacy in quality craftsmanship and artistic design. His father, John Cobabe, was a real estate professional and art collector, which instilled in Kevin a keen eye for detail and a strong work ethic.
Kevin began his career with an apprenticeship in the family plumbing business, where he developed a reputation for excellence. His passion for art and design, combined with his technical expertise, led him to establish Dynamic Pool & Spa Construction. The company is renowned for its innovative designs and high-quality construction, catering to the unique needs of each client.
In addition to his role at Dynamic Pool & Spa Construction, Kevin is a board member of the Dynamic Leadership Training Group, where he contributes his extensive experience and leadership skills to help guide the organization’s mission and goals.
Emma Bougiamas is a skilled professional specializing in payroll management and administrative operations. Since July 2021, she has been serving as a Payroll Specialist and Coordinator of Administrative Operations at the Mill Neck Family of Organizations, a nonprofit dedicated to supporting individuals who are Deaf or have other communication needs.
Prior to her current role, Emma held the position of Senior Administrator at The LiRo Group, where she provided executive support to senior leadership and managed a range of administrative functions. She is an alumna of Hofstra University and is based in the New York City metropolitan area.
Russ Turley brings over 30 years of multidisciplinary design experience to the Dynamic Leadership Training Group board, currently serving as Mechanical Design Lead at Sun Engineering Services, Inc. since 2015. His diverse background spans piping, structural, civil, electrical, residential, commercial, and software design, with nearly two decades at Outten Engineering Company where he developed expertise across multiple engineering disciplines.
Russ’s passion for youth development is evident through his volunteer work as Cubmaster for Cub Scout Pack 88 from 2014 to 2016 , where he helped establish a new pack serving students from Prisk Elementary and Bethany School. Understanding the importance of mentorship and hands-on learning, he brings this same dedication to guiding young people toward becoming ethical and capable leaders.
An entrepreneur and published author, Russ co-authored “Fat 2 Fit: Getting There and Staying There” and founded The Podcast Studio, an early pioneer in new media production that has been helping individuals and companies navigate podcasting since 2005.
